Authorize the Division of Emergency Management to establish a voluntary model registry for identifying functionally and medically fragile persons needing assistance during disasters.

Allow counties and municipalities to operate similar registries or coordinate with the State's registry for voluntary registration of persons with special needs.

Designate all records, data, information, and communications relating to registry enrollment as confidential and not subject to public records laws, with limited availability only to emergency response agencies as determined by the local emergency management director.

Restrict use of registry information solely to the purposes specified in the statute.

Effective upon enactment (June 30, 2009).
