Allows the Division of Motor Vehicles to produce military wartime veteran special license plates for all defined periods of war, not just World War II and Korean Conflict.

Reduces the application threshold from 300 applications per individual war period to a combined total of 300 applications across all war periods to authorize plate production.

Defines eligible war periods as World War I (April 16, 1917 - November 11, 1918), World War II (December 7, 1941 - December 31, 1946), Korean Conflict (June 27, 1950 - January 31, 1955), Vietnam Era (August 5, 1964 - May 7, 1975), Desert Storm (August 2, 1990 - April 11, 1991), Operation Enduring Freedom (October 24, 2001 - ongoing), and Operation Iraqi Freedom (March 19, 2003 - ongoing).

Includes provisions for any other campaign, expedition, or engagement authorized by the U.S. Department of Defense for which campaign badges or medals are awarded.

Takes effect upon enactment into law.
