Permits continuing care retirement communities to provide or arrange home care services to individuals under continuing care contracts who have not yet moved into a facility's lodging.

Increases the application fee for continuing care retirement community licenses from $500 to $1,000.

Requires providers seeking to offer continuing care services without lodging to submit an amended disclosure statement, actuarial report, financial feasibility study, and evidence of home care licensing or contracts to the Department of Insurance.

Mandates separate accounting of revenue and expenses from continuing care services without lodging in the provider's financial statements and five-year forecasts.

Directs the Department of Insurance and Department of Health and Human Services to identify barriers to individuals receiving home care services and report findings to the General Assembly by November 1, 2010 (interim) and September 1, 2011 (final).
