Amends the Wilmington Civil Service Commission to allow sitting commission members (rather than the Wilmington Ministerial Association) to name one of the five commission members by majority vote.

Requires applicants to the Civil Service Commission to complete the City of Wilmington Boards and Commissions application process.

Transitions the ministerial association's previously named member to an at-large seat appointed by sitting commission members for a one-year term from August 1, 2010 through August 1, 2011.

Clarifies and expands the Town of Carolina Beach's authority to regulate and enforce laws in Carolina Beach Harbor, the Municipal Marina, Yacht Basin, and shoreline areas extending 200 yards from town boundaries.

Authorizes Carolina Beach to hire harbormaster and special officers for law enforcement in the shoreline area and to own/operate maritime facilities including piers, docks, moorings, and navigation equipment.
