Authorizes the Town of Clayton to use electronic means, including the town's internet site, to provide public notice for certain public hearings.

Allows the Town Council to adopt ordinances permitting electronic notice delivery while preserving existing state law requirements for mailed notice to certain classes of people.

Preserves existing sign posting requirements on property and does not alter publication schedules for any public notices.

Applies only to the Town of Clayton as a local bill.

Effective upon becoming law.
