Increases the driver's license restoration fee for licenses revoked under G.S. 20-17(a)(2) from $75 to $100, effective September 1, 2010

Allocates $25 of the $100 fee to fund a statewide chemical alcohol testing program administered by the Forensic Tests for Alcohol Branch of the Department of Health and Human Services

Deposits the remaining $50 from the $100 fee into the General Fund of the State (previously $25 went to General Fund)

Maintains that the first $50 of all restoration fees continues to be deposited in the Highway Fund

Directs the Office of State Budget and Management to annually report fee deposits to the General Assembly
