Joint Legislative Transportation Oversight Committee shall study methods for reimbursing developers for improvements made to public streets or highways used for ingress and egress to their developments.

Committee shall identify cost-effective ways to apportion costs of street improvements to other developers that have access to such improvements for ingress and egress to additional developments.

Committee may consult with the Department of Transportation, North Carolina Home Builders Association, local governments, business groups, and other relevant stakeholders during the study.

Committee shall report its findings and any recommended legislation to the 2011 Regular Session of the General Assembly.

Act becomes effective when signed into law.
