Exempts projects receiving economic incentive payments from North Carolina's environmental review requirements under the State Environmental Policy Act (SEPA).

Applies only when public monies are expended solely for incentive payments contingent on prior project completion or completion by a specified date.

Requires incentive agreements to include specified levels of job creation or new capital investment as conditions.

Became effective June 1, 2010, and does not apply to pending litigation or court orders issued before that date.
