Authorizes establishment of cleanfields renewable energy demonstration parks on former manufacturing sites in North Carolina to spur economic development and environmental remediation.

Requires parks to meet specific criteria including minimum 250 acres contiguous to water, property subject to environmental remediation under federal law, idle/underutilized manufacturing facilities that previously employed at least 250 people, and plans to create at least 250 new jobs.

Mandates development plans include at least three renewable energy or alternative fuel facilities, with a biomass facility using refuse-derived fuel (yard waste, wood waste, construction/demolition waste) that undergoes enhanced recycling before use.

Grants triple renewable energy credits to electric power suppliers that purchase power from biomass facilities in designated parks, with credits applying to first 20 megawatts statewide of biomass generation capacity.

Secretary of State certifies park designation upon verification that all criteria are met and records the designation with appropriate authorities.
