Repeals previous computer equipment recycling plan requirements and establishes new tiered system with three levels (I, II, III) offering varying fees and collection obligations for manufacturers.

Computer equipment manufacturers must register with the Department and pay fees ranging from $10,000-$15,000 initial registration plus annual renewal fees of $2,500-$15,000 depending on plan level; exempts manufacturers selling 1,000 items or fewer annually.

Television manufacturers must register and pay $2,500 initial and annual renewal fees (exempt if selling 1,000 televisions or fewer annually) and recycle discarded televisions based on their market share.

Establishes Electronics Management Fund from manufacturer fees to support local government recycling programs; requires local governments to contract with certified recyclers and prohibits disposal of discarded computer equipment and televisions in landfills or incinerators beginning July 1, 2011.

Prohibits state agencies and political subdivisions from purchasing computer equipment or televisions from non-compliant manufacturers; requires retailers to verify manufacturers are registered and compliant before selling new equipment.
