Allows local exchange companies and telecommunications service providers to fulfill carrier of last resort obligations using any available technology, including non-traditional means.

Permits telecommunications service providers to become the universal service provider in subdivisions or areas where they have exclusive access agreements that prevent other providers from offering service.

Relieves local exchange companies of universal service obligations in subdivisions or areas where another telecommunications service provider has an exclusive agreement, unless the state agency redesignates them later.

Establishes a waiver process allowing local exchange companies to be relieved of carrier of last resort obligations if service would be inequitable or unduly burdensome and alternative providers exist.

Requires persons entering into exclusive service agreements to notify real property purchasers in the subdivision or area of the agreement.
