Adds phrase "to the extent practical" to eligibility requirements for One North Carolina Small Business Program grants, allowing businesses to exclude research that cannot practically be conducted within the state from the 51% in-state research requirement for both Phase I and Phase II SBIR/STTR proposals.

Exempts the Community Colleges System Office from rule-making requirements when developing criteria and guidelines for administering the Customized Training Program under G.S. 115D-5.1.

Changes G.S. 115D-5.1(g) from requiring the State Board to adopt "rules and policies" to adopting only "policies" for implementing the Customized Training Program.

Applies effective date upon enactment into law.
