Creates a 7-member House Select Committee on Nonprofit Corporations appointed by the Speaker of the House to study and recommend criteria for awarding grants to nonprofit entities.

Committee must consider requiring at least 35% of nonprofit funding to come from private sources and limiting administrative expenses to no more than 15% of total budget.

Committee shall examine possible sanctions for nonprofits receiving State funds that fail to meet established criteria and any other matters deemed appropriate.

Committee members receive per diem, subsistence, and travel allowances and may subpoena witnesses and request information from State officers, agencies, and departments.

Committee shall submit final report to the 2013 General Assembly upon convening and terminates after filing its final report.
