Prohibits local school administrative units from assessing indirect costs to child nutrition programs unless the program's food services account balance exceeds one average month's cost of operation.

Requires the Department of Public Instruction to calculate and publish average monthly operational costs for each child nutrition program based on the three prior fiscal years' audited figures.

Appropriates $80,000 in recurring general funds for fiscal year 2012-2013 to support the North Carolina Procurement Alliance in promoting optimal pricing for child nutrition program foods and supplies.

Requires the Department of Public Instruction to report annually to the Joint Legislative Education Oversight Committee beginning October 1, 2013 on savings achieved through increased participation in the North Carolina Procurement Alliance.

Becomes effective July 1, 2012.
