Honors the memory of Specialist Daniel Lucas Elliott, a North Carolina soldier killed in action on July 15, 2011, three days before his 22nd birthday in Basrah, Iraq, during Operation New Dawn.

Recognizes Elliott's military service as a Military Policeman in the United States Army Reserve, including two deployments to Iraq and his awards including the Bronze Star Medal, Purple Heart, Army Commendation Medal, and Combat Action Badge.

Expresses the General Assembly's appreciation for Elliott's service to his community, state, and nation, and extends sympathy to his surviving family members.

Directs the Secretary of State to transmit a certified copy of the resolution to Elliott's family.

Affirms the General Assembly's appreciation for all North Carolina citizen soldiers and their families for their sacrifices and contributions to the United States and the world.
