Allows counties to exercise the same authority as cities to acquire, construct, establish, enlarge, improve, maintain, own, and operate cable television systems under G.S. 160A-311(7).

Amends Article 15 of Chapter 153A of the General Statutes by adding § 153A-274.1 to grant counties parity with cities regarding cable television public enterprises.

Extends references to "city" or "municipality" in G.S. 40A-3, 40A-42, 132-1.1, 160A-199, 160A-209, and 160A-319 to also apply to counties when relating to cable television systems.

Implements a recommendation from the House select committee on high-speed internet access in rural and urban areas.

Effective date: July 1, 2011.
