Requires every bill or resolution proposing a study or evaluation by the Program Evaluation Division (PED) to include an impact statement identifying personnel needs, total hours required, and estimated costs.

Mandates the PED to prepare and transmit impact statements to bill sponsors within two weeks of receiving a request, with no impact statement required if the two-week deadline is not met.

Requires the PED to indicate in the impact statement whether it has adequate resources to undertake the study under its current annual work plan and, if not, provide a timeframe for completion.

Directs committee chairs to obtain impact statements from the PED and attach them to bills reporting favorably that direct the division to conduct studies or evaluations.

Modifies the annual work plan process to include enacted legislation with impact statements in the current plan, or delay inclusion to the next annual work plan plus one year if no impact statement was completed before legislative consideration.
