All state agencies must update vehicle registration records with the Department of Transportation by October 1, 2012, establish standard naming conventions, reconcile discrepancies between permanent license plates and vehicle records, and report findings to the State Auditor.

State agencies must transfer ownership of certain passenger vehicles to the Department of Administration by a schedule determined by the Department, except for vehicles owned by Highway Patrol, State Bureau of Investigation, UNC law enforcement vehicles, and Butner Public Safety vehicles.

Creates Division of State Fleet Management (renamed from Motor Fleet Management) with five new positions to supervise all state-owned vehicles, operate a statewide fleet management information system, and enforce fleet management policies and rules.

Requires Department of Administration to conduct a telematics testing program during fiscal year 2012-2013 on a sample of vehicles to assess effectiveness and efficiency, with a report due by September 15, 2013 before broader implementation.

State Controller must present an implementation plan by October 1, 2012 for a statewide fleet management information system requiring all state agencies to report vehicle identification, utilization, and cost data, including timeline, cost estimate, and funding strategy.
