Permits the Lower Cape Fear Water and Sewer Authority to use design-build method for constructing water projects within its service area, notwithstanding existing North Carolina procurement statutes (G.S. 143-128, 143-129, 143-131, 143-132, 143-64.31, and 143-64.32).

Requires the Authority to prequalify and solicit at least three design-build teams and receive at least three sealed proposals for each project, with proposals not requiring submission of detailed design solutions.

Allows the Authority to proceed with fewer than three proposals if the project has been publicly advertised for a minimum of 30 days and three proposals were not received.

Mandates the Authority interview at least two of the submitted design-build teams and award contracts to the best qualified team based on project completion time, G.S. 143-128.2 compliance, and cost.

Expires December 31, 2015.
