Authorizes the Division of Motor Vehicles to produce a special registration plate for Ronald McDonald House Charities with the "House and Hands" emblem and letters "RH".

Establishes an additional fee of $30.00 for the Ronald McDonald House plate, with $10.00 credited to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Requires a minimum of 300 applications before the Ronald McDonald House plate can be developed and issued.

Directs quarterly transfers of funds from plate sales to Ronald McDonald House Charities of North Carolina, Inc. for operating Ronald McDonald Houses in North Carolina and related administrative expenses.

Becomes effective July 1, 2011.
