Establishes a Government Business Intelligence Competency Center (GBICC) within the Office of State Controller to coordinate enterprise-wide data integration and analytics across state government agencies.

Requires all state agencies, political subdivisions, universities, community colleges, and local school boards to share data and provide information technology details necessary to support the business intelligence initiative.

Protects sensitive data by maintaining confidentiality requirements; data classified as non-public records remain non-public when incorporated into business intelligence systems, with source agencies retaining custodial control.

Creates a Government Business Intelligence Steering Committee chaired by the State Controller with members appointed by the Governor, Senate President Pro Tempore, and House Speaker to oversee implementation and policy development.

Implements a three-phase approach: Phase I inventories existing projects and develops implementation plans; Phase II identifies redundancies and gaps; Phase III consolidates projects, eliminates duplicates, and achieves privacy-preserving data integration.
