Removes two tracts of noncontiguous property from the corporate limits of the City of Morganton: Tract 1 (2.57 acres, lots 1-3) and Tract 2 (23.87 acres, parcel A) located in Morganton Township, Burke County.

Preserves the City of Morganton's existing tax liens and special assessments on the removed property, allowing collection or foreclosure as if the property remained within city limits.

Retains city jurisdiction over the removed property for purposes of Article 19, Chapter 160A of the General Statutes (urban services) until formally removed under G.S. 160A-360.

Effective date is June 30, 2012.
