Authorizes continued issuance of 42 special license plates with unique background designs that do not need to be "First in Flight" plates, including designs for environmental, military, historical, and charitable organizations.

Removes requirement that division send replacement special license plates in standardized format when vehicles are registered or renewals occur on or after July 1, 2015.

Prohibits Division of Motor Vehicles from issuing full-color plates in the old design format prior to development of standardized full-color plate designs.

Corrects American Red Cross special plate authorization to display phrase "American Red Cross" and a red cross symbol (removes outdated language "American Red Cross Saving Lives").

Effective July 1, 2012.
