Department of Transportation and Department of Environment and Natural Resources must jointly study the feasibility of expediting state water quality regulation monitoring and implementation for transportation projects.

Study must focus on ways to streamline water quality-related regulation processes to accelerate transportation project construction.

Results of the study must be reported to the Joint Legislative Transportation Oversight Committee on or before December 1, 2012.

Act becomes effective upon enactment into law.
