Authorizes hybrid-electric motor vehicles meeting Internal Revenue Code standards to operate in high occupancy vehicle (HOV) lanes regardless of passenger count, provided they can maintain posted speed limits.

Authorizes propane and liquefied propane gas vehicles to operate in HOV lanes regardless of passenger count, provided they can maintain posted speed limits.

Defines hybrid-electric motor vehicles as four-wheeled vehicles with internal combustion engines and rechargeable energy storage systems, not exceeding 8,500 pounds unloaded gross vehicle weight and capable of at least 65 mph.

Defines propane or liquefied propane gas vehicles as four-wheeled vehicles powered by dedicated or bi-fuel propane engines, not exceeding 8,500 pounds unloaded gross vehicle weight and capable of at least 65 mph.

Corrects a typographical error in existing statute referencing fuel cell electric vehicle exemptions (G.S. 29-4.01 to G.S. 20-4.01).
