Establishes the North Carolina Commission on Alternative Fuels within the Department of Commerce to study and recommend policies on alternative fuels use for transportation.

Defines alternative fuels to include methanol, ethanol, natural gas, liquefied petroleum gas, hydrogen, coal-derived fuels, biofuels, electricity, and other non-petroleum fuels as determined by the Commission.

Creates a 15-member commission with appointments by the Speaker of the House and President Pro Tempore of the Senate representing biofuels, electric vehicles, research institutions, commercial fleets, infrastructure, natural gas, hydrogen, and government sectors, plus three ex officio members from state agencies.

Requires the Commission to examine public and private petroleum and alternative fuel use, review state and other states' laws and programs, evaluate expansion opportunities, assess financial incentives, and address consumer acceptance barriers.

Mandates annual reports to the General Assembly by December 1 of each year detailing the Commission's activities, findings, and recommendations regarding alternative fuels development in North Carolina.
