Establishes the Joint Legislative Efficiency and Cost Savings in State Government Study Commission composed of 5 senators appointed by the President Pro Tempore and 5 representatives appointed by the Speaker of the House.

Commission shall conduct zero-based budgeting review to identify obsolete programs, cost-reduction opportunities, and cases where existing funds can be redirected to meet changing public service demands.

Requires agencies under review to submit information including decision units, impact analyses of discontinuing services, and four discrete decision packages (minimum, reduced, current, and enhanced service levels) along with alternative service delivery methods.

Commission must submit an interim report to the 2013 General Assembly and a final report to the 2014 General Assembly, with authority to propose legislation.

Commission terminates upon filing its final report or upon convening of the 2014 Regular Session of the General Assembly, whichever occurs first.
