Allows military members who complete a comparable motorcycle safety program provided by federally certified instructors to receive the same motorcycle insurance discount as civilians who complete the Motorcycle Safety Instruction Program.

Modifies G.S. 58-36-65(m) to recognize federally certified military motorcycle safety programs as equivalent to the state Motorcycle Safety Instruction Program for insurance rate purposes.

Insurance bureaus may apply downward rate deviations for military members with proof of satisfactory completion of comparable military motorcycle safety programs, subject to Commissioner approval.

Effective October 1, 2012, and applies to policies issued or renewed on or after that date.
