Extends privacy protections for minor participants' identifying information from local government parks and recreation programs to include programs funded by the North Carolina Partnership for Children, Inc. and local partnerships.

Prohibits public access to names, addresses, ages, dates of birth, telephone numbers, parent/guardian information, and other identifying details of minor participants in covered programs.

Allows county, municipality, and zip code of residence to remain public records with identifying information redacted.

Clarifies that the restricted information is not designated as confidential, only excluded from public records definition.

Effective upon passage, ratified June 20, 2012.
