Reduces North Carolina Commission on Workforce Development membership from 38 to 25 members effective January 1, 2013, with decreased representation from education, labor, and business sectors.

Expands Commission duties to include annual comprehensive reporting on workforce development program performance, assessment of outcomes, and development of common performance measures across multiple state agencies.

Requires Commission to lead development of memorandum of understanding for workforce development programs and establishes criteria for JobLink Career Centers including staff cross-training, technology integration, and community college partnerships.

Creates Joint Legislative Workforce Development System Reform Oversight Committee with 16 members to monitor workforce system streamlining, JobLink Career Center implementation, performance measures, and common follow-up information management system through 2015.

Directs Department of Commerce to develop common Internet-based intake system for workforce programs and unified web portal by July 1, 2013, and terminates Community Colleges System Office Workforce Initiatives program.
