Removes the requirement that Wake County Board of Education hold its organizational meeting (to elect chair and vice-chair) in June or July, allowing the date to be governed by general law instead.

Wake County Board of Education chair and vice-chair are elected by majority vote of all members present and retain voting rights on all board matters.

Board vacancies are filled by remaining members through appointment of a representative from the voting district that created the vacancy for the unexpired term.

Effective date is December 1, 2012.
