Creates new G.S. 128-38.6 protecting employees from retaliation for reporting retirement law violations to the Retirement Systems Division, providing relief including reinstatement, double back pay, interest, and attorney's fees.

Establishes fraud investigation guidelines for the Retirement Systems Division with authority to access employer records, personnel files, tax returns, and medical/social service records to detect and prevent fraud and abuse in pension funds.

Requires the Director of Retirement Systems to maintain fraud investigative reports and work papers for 10 years with confidentiality protections, but allows sharing with state and federal authorities for criminal investigations.

Makes it a Class 1 misdemeanor to fraudulently receive a deceased person's retirement allowance or monthly disability benefit under the Disability Income Plan if received at least two months after death without informing the Retirement System.

Allows the Board of Trustees to structure appointment requirements and term durations for medical board members reviewing disability retirement applications.
