Authorizes the North Carolina Turnpike Authority to enter into reciprocal toll enforcement agreements with other toll agencies in other states.

Allows unpaid tolls, processing fees, or civil penalties owed to other tolling jurisdictions under valid reciprocal agreements to be enforced through North Carolina vehicle registration renewal blocks.

Requires reciprocal agreements to include mutual enforcement of toll violations, with the other toll agency also withholding vehicle registrations for North Carolina residents with unpaid tolls.

Mandates that reciprocal agreements provide due process protections and appeal procedures, and allow vehicle owners to present evidence by mail without appearing in person in the other jurisdiction.

Requires each tolling jurisdiction to charge the other for costs associated with administering registration holds under the reciprocal agreement.
