Establishes that identifying information obtained by the North Carolina Turnpike Authority through toll collection is not a public record and is subject to federal Driver's Privacy Protection Act restrictions.

Requires the Authority to maintain confidentiality of all electronic toll collection information, including personal information, financial information, transaction history, photographs, recorded images, and automatic vehicle identification data.

Permits account holders to examine their own account information and allows the Authority to use account information for toll collection and enforcement purposes.

Allows inspection and examination of confidential account information only by parties authorized through a proper court order.

Effective upon becoming law.
