Eliminates requirement for drivers licenses to list race at applicant's request, removing this optional field from license format.

Modifies motorcycle licensing requirements to allow persons of any age to obtain a motorcycle endorsement by passing a knowledge test and road test or completing an approved motorcycle safety course (previously required different standards for those under 18).

Changes motorcycle learner's permit requirements to require only the North Carolina Motorcycle Safety Education Program Basic Rider Course for applicants under 18 years old, removing the Motorcycle Safety Foundation course option.

Delays implementation of driver license changes from July 1, 2012 to the later of January 1, 2013 or 30 days after completion of the Division's Next Generation Secure Driver License System upgrade.

Delays implementation of commercial driver license endorsement changes under the same timeline pending completion of the Division's information technology system upgrade.
