Replaces the term "State Highway Administrator" with "Chief Engineer" throughout Chapter 136 of the General Statutes as recommended by the Joint Legislative Transportation Oversight Committee.

Updates G.S. 136-4 to designate the Chief Engineer as the administrative officer of the Department of Transportation for highway matters, appointed and removable by the Secretary of Transportation.

Modifies references in G.S. 136-18.3(a), 136-64.1(d), 136-89.59(1), and 136-89.194(f) to replace "State Highway Administrator" with "Chief Engineer" in provisions regarding container permits, road closure permits, highway safety permits, and turnpike project construction claims.

Effective upon enactment.
