Appropriates $1,498,068 from the General Fund to the Department of Public Safety for fiscal year 2012-2013 to restore funding for three programs: Women at Risk ($249,375), Summit House ($1,052,756), and Harriet's House ($195,937).

Appropriates $536,412 from the General Fund to the Department of Administration for fiscal year 2012-2013 to restore full biennial funding for three programs: North Carolina Council for Women ($203,678), Displaced Homemakers Program ($30,494), and Rape Crisis Program ($302,240).

Total appropriation of $2,034,480 reverses previous budget cuts to women-focused programs.

Becomes effective July 1, 2012.
