Adds one agriculture representative to the General Assembly's six appointments to the Environmental Management Commission, increasing agricultural representation on the commission.

Requires state agencies to provide notice to the Board of Agriculture when proposing any rule that would directly impact agriculture, with agriculture defined by G.S. 106-581.1.

Clarifies that civil penalty authority granted to the Commissioner, Board of Agriculture, pesticide Board, or structural pest control committee includes discretion to impose nonmonetary sanctions, education, or training instead of monetary penalties.

Section 2 becomes effective August 1, 2012, applying to proposed rules noticed on or after that date; remaining provisions effective upon enactment.
