Appropriates $3,773,001 from the General Fund or available federal Block Grant funds to the Department of Health and Human Services for the 2012-2013 fiscal year.

Allocates funds equally among six North Carolina food banks: MANNA Food Bank (Asheville), Second Harvest Food Bank of Metrolina (Charlotte), The Food Bank of the Albemarle (Elizabeth City), The Second Harvest Food Bank of Southeast North Carolina (Fayetteville), The Food Bank of North Carolina (Raleigh), and Second Harvest Food Bank of Northwest North Carolina (Winston-Salem).

Becomes effective July 1, 2012.
