Extends the Butner Public Safety Authority's jurisdiction to include the corporate limits of the Town of Butner in addition to the Camp Butner Reservation.

Changes the authority's contracting authority from "shall" to "may" contract with the Secretary of Public Safety for fire and police protection, allowing flexibility in service agreements.

Requires the Secretary of Public Safety to consult with voting members of the authority regarding the hiring of the Director, including reviewing applicant credentials and incorporating their comments before final selection.

Grants voting members of the authority the same access to applicants' personnel records as the Secretary of Public Safety, subject to the same confidentiality restrictions under state law.

Became effective upon enactment on June 21, 2012.
