Allow concealed handgun permit holders to carry handguns in restaurants and eating establishments unless the premises owner posts a conspicuous notice prohibiting concealed carry.

Create enhanced criminal penalties for felons who unlawfully possess firearms: Class E felony if firearm is discharged, Class D felony if violation results in serious injury, and Class C felony if violation results in serious bodily injury.

Expand the definition of items felons are prohibited from possessing to include ammunition and electric weapons or devices intended for use as weapons, and prohibit felons from carrying any concealed weapon including tear gas guns.

Clarify that local governments cannot enact ordinances regulating concealed carry of handguns statewide, but may post prohibitions on local government buildings and specifically identified recreational facilities (playgrounds, athletic fields, swimming pools, gymnasia).

Allow concealed handgun permittees to secure handguns in locked vehicles at prohibited recreational facilities; Section 1 effective January 1, 2013, Section 2 effective December 1, 2012.
