Requires the State Board of Education to modify high school graduation requirements to include one required credit in arts education.

Implementation begins with students entering ninth grade in 2015.

State Board of Education must establish phased-in implementation procedures, equitable staffing allocations for small and low-wealth school systems, and report funding requirements to the General Assembly.

General Assembly intends to provide additional categorical funding for arts education positions at the high school level.
