Increases the Durham County Memorial Stadium Authority from five to seven members appointed by the Board of Commissioners.

Adds a seventh member who is a sitting Board of Commissioners member serving ex officio for an indefinite term until they leave the board.

Reduces the term length for regular members from five years to four years, and adds an eight-year consecutive service limit for non-ex officio members.

Changes the authority treasurer title from "treasurer" to "finance officer" of Durham County.

Effective upon becoming law on June 28, 2012.
