Authorizes North Carolina National Guard to construct four capital improvement projects at Camp Butner funded with federal receipts rather than general fund appropriations: a permanent classroom ($50,000), big top sitework and concrete pads ($200,000), west perimeter road ($50,000), and IT building ($300,000) for a total of $600,000 in FY 2012-2013.

Allows the North Carolina National Guard to use up to $20,000 of federal receipts to expand its motor pool at Fort Bragg.

All funding is appropriated from federal receipts available to the Department of Public Safety rather than from the state general fund.

Effective July 1, 2012.
