Appropriates $300,000 from the Highway Fund to the Department of Transportation for a comprehensive study of tolling Interstate 95.

Requires the study to examine economic impact on residents and businesses along the Interstate 95 corridor and effects on alternative routes, including traffic, safety, and travel delays.

Mandates the Department of Transportation conduct a campaign to solicit feedback on tolling proposals from local governments and residents along the Interstate 95 corridor.

Prohibits the Department of Transportation from implementing tolls on Interstate 95 until approved by the General Assembly, notwithstanding existing law.
