Authorizes the Division of Motor Vehicles to produce a special "RiverLink" registration plate bearing the phrase "RiverLink.org" and a logo representing RiverLink, Inc.

Establishes an additional $30.00 fee for the RiverLink plate, with $10.00 credited to the Special Registration Plate Account and $20.00 to the Collegiate and Cultural Attraction Plate Account.

Requires the Division to receive at least 300 applications before developing the RiverLink plate and mandates quarterly transfers of RiverLink plate revenues to RiverLink, Inc. to support economic and environmental revitalization of the French Broad River and its tributaries.

Becomes effective July 1, 2012.
