Establishes the Joint Legislative Public Infrastructure Oversight Commission with 24 members including legislators, public members with expertise in engineering/planning/contracting/finance, and representatives from state agencies and local government organizations.

Commission cochairs are designated by the President Pro Tempore of the Senate and Speaker of the House, with members serving two-year terms beginning in odd-numbered years.

Commission shall meet at least quarterly to examine public infrastructure issues, inventory assessments of deficits in transportation, water/sewer, public schools, and broadband, and develop comprehensive statewide infrastructure policy including funding sources and financing methods.

Commission has authority to collect data, analyze funding sources, study infrastructure financing legislation from other states, identify local government assistance needs, and periodically review funding sources for consistency with statewide policy.

Appropriates $100,000 from the General Fund for fiscal year 2012-2013 to fund the Commission, which must submit annual reports by April 1 to legislative appropriations and finance committees and the Governor.
