Adjusts appropriations from the State Highway Fund for the Department of Transportation maintenance and operations for fiscal year ending June 30, 2013.

Adjusts appropriations from the State Highway Trust Fund for the Department of Transportation for fiscal year ending June 30, 2013.

Authorizes federal block grant appropriations for DHHS and NER for fiscal year ending June 30, 2013.

Becomes effective July 1, 2012, with textual provisions applying only to the 2012-2013 fiscal year unless otherwise indicated.
