Allows applicants using bioptic telescopic lenses to qualify for a regular driver's license if they meet specific vision requirements: at least 20/200 visual acuity in one or both eyes with a 70-degree horizontal field of vision, and at least 20/70 visual acuity with the bioptic lenses.

Permits applicants using bioptic telescopic lenses to obtain limited learner's permits or provisional driver's licenses under the same vision requirements.

Restricts licenses or permits issued to bioptic lens users to daytime driving only (from one-half hour after sunrise to one-half hour before sunset), and prohibits endorsements.

Allows bioptic lens users licensed for at least one year to drive during nighttime hours (one-half hour before sunset to one-half hour after sunrise) if they demonstrate 20/40 visual acuity with the bioptic lenses and pass a night skills test.

Limits bioptic lens testing to the Division's headquarters office in Raleigh, with the Division authorized to establish additional testing sites throughout the state.
