Waives the 12-month state residency requirement for veterans honorably discharged from the Armed Forces on or after July 1, 2011, allowing them to qualify for resident tuition rates if their abode is North Carolina and they were last stationed at a permanent duty station in North Carolina.

Extends resident tuition classification to dependent relatives of eligible veterans if their abode is North Carolina, regardless of residency duration.

Appropriates $6,300,000 to the Board of Governors of The University of North Carolina for fiscal year 2012-2013 to cover costs of the tuition waiver.

Appropriates $4,200,000 to the Community Colleges System Office for fiscal year 2012-2013 to cover costs of the tuition waiver.

Becomes effective July 1, 2012, and applies to the 2012-2013 fall academic semester and all subsequent semesters.
